Lousiana becomes 28th state to pass permitless concealed carry legislation

Louisiana has become the 28th state in the United States to pass permitless concealed carry legislation, after newly elected Republican Gov. Jeff Landry signed Senate Bill 1 into law on March 5.

S.B. 1, a National Rifle Association (NRA)-backed piece of legislation sponsored by Sen. Blake Miguez (R-New Iberia), allows eligible residents aged 18 and older to carry concealed handguns without a permit.

Earlier concealed carry legislation sponsored in the House of Representatives by Rep Danny McCormick (R-Oil City) faced multiple setbacks in the past, as the GOP-controlled state legislature's attempts to push such bills would be vetoed by then-Democratic Gov. John Bel Edwards.

Landry, who vowed to pass constitutional carry if elected governor, immediately passed tough-on-crime policies to drive down the rates of crime in the state after he was sworn in as governor. (Related: RFK Jr. is pro-Second Amendment, pro-First Amendment, anti-war and pro-border security.)

"Today, we join 27 other states in passing Constitutional Carry. I promised the folks of Louisiana that I would champion Constitutional Carry into law, and within two months, I have honored that commitment," said Landry in a statement. "It's fundamentally clear—law-abiding citizens should never have to seek government permission to safeguard themselves and their families. Today, we have secured an incredible victory for liberty in Louisiana. I want to thank Louisiana’s NRA members for their great work."

Miguez backed the statement of Landry and described the enactment as a "key milestone in our enduring quest for liberty."

"Today, Louisiana asserts its unwavering commitment to the Second Amendment by enacting Constitutional Carry, a move that embodies the absolute right of law-abiding citizens to bear arms," said Miguez. "Governor Landry's pivotal role, combined with the steadfast support from legislators across both chambers, has been crucial in reaffirming our dedication to the rights of law-abiding citizens. Our success owes much to the tireless efforts of NRA members and Second Amendment defenders throughout the state, whose advocacy has been indispensable."

Moreover, the National Association for Gun Rights, which delivered 80,000 petitions on the first day of Louisiana's Second Extraordinary Session for the passage of the bill, also spoke during the signing ceremony.

"This is a great day for the people of Louisiana. We want to thank the 80,000 members and supporters of the National Association for Gun Rights who signed petitions to urge the passage of a clean bill. Without them, there could have been a much different outcome," said Vice President Ryan Fluguar.

The law is set to officially take effect on July 4, in line with Independence Day.

Landry earns praise from the NRA for swiftly enacting SB1

NRA Executive Director Randy Kozuch and CEO and Interim Executive Vice President Andrew Arulanandam, who both joined Landry in Baton Rouge for the signing ceremony, showered the newly elected governor with praise for the concealed carry law.

Kozuch stated that the swift and decisive action in Louisiana empowers citizens to exercise their Second Amendment rights without government permission.

"This victory is a shining example of what can be achieved when freedom-loving legislators in both the House and the Senate work in unison," said Kozuch. "The NRA celebrates Louisiana's momentous step in becoming the 28th state to enact the pivotal NRA Constitutional Carry legislation. This swift and decisive action, a testament to the NRA's unwavering advocacy, empowers Louisianians to exercise their Second Amendment rights free from government permission, solidifying our right to self-defense."

Arulanandam echoed these sentiments and commended Landry for turning campaign promises into legislative reality within a mere 57 days in office.

"These men and women champion our Second Amendment rights and help ensure that law-abiding Americans have the means to protect themselves, their loved ones, and their communities. This rapid 57-day turnaround is a powerful message that NRA members are not just participating in the fight for gun rights; they are leading it.
