The price that Biden's pro-migration border chief paid to the two countries for their cooperation was not explained in the document. It is possible that the price paid could be an agreement allowing some of their citizens to take jobs meant for Americans in the United States, Breitbart News noted.
The shutdown of Panama's border comes as evidence suggests that migrants are disregarding Mayorkas' plan to reduce migration and border chaos in time for the 2024 political campaign.
According to media reports, an increasing number of migrants, including Venezuelans and Haitians, are congregating at the Texas border, in anticipation of being able to cross once President Biden lifts the Title 42 border barrier on May 11. Many of these migrants had crossed the Darien Gap earlier this year, the outlet reported.
The flow of migrants crossing the dangerous Darien Gap has significantly increased this year, following a move by Mayorkas last November to sharply reduce the influx of Venezuelan and Haitian migrants. "Roughly 90,000 migrants crossed the gap this year," Breitbart News added.
In March, 55% of migrants toiling through Panama's Darién Gap—671 people per day—were citizens of #Venezuela.

In addition, many more young migrants are taking their lives in their own hands by crossing the Darien Gap, according to an AFP news service report from Panama on March 31.
According to UNICEF, between January and February 2023 about 9,700 minors crossed the Darien Gap; in the same period of the previous year, some 1,400 were documented.
“Our teams on the ground have never seen such numbers of children crossing the Panamanian jungle alone or with their parents,” Panama-based Garry Conille, UNICEF Regional Director for Latin America and the Caribbean, said in a statement.
The youths may be attempting to take advantage of the "Unaccompanied Alien Children" loophole in the border to find employment. Mayorkas and his deputies are working to prevent a potential political problem by avoiding a large accumulation of migrants on the Mexican side of the border as the 2024 election cycle begins in earnest -- after leaving the border wide open for the first two-plus years of Biden's presidency.
On April 11, CBS News reported that officials under Mayorkas were planning to reduce the border buildup by allowing approximately 8,000 additional economic migrants to enter each month through the "CBP One" electronic side door.
The door is already used to admit 20,000 illegal migrants per month, enabling them to avoid being counted in monthly reports about illegal migration numbers. The move is aimed at preventing a politically dangerous buildup of migrants on the Mexican side of the border, Breitbart reported.
