Zelensky Criticizes Trump Over Russian Diesel Agreement as Allies Push Back
By Garrison Vance // Oct 13, 2026

Ukrainian President Volodymyr Zelensky criticized U.S. President Donald Trump on Saturday, Oct. 10, over a deal to immediately allow Russian diesel exports into the U.S. and global markets.

The diesel arrangement, announced by Trump on Friday, Oct. 9, permits Russia to supply more than 300,000 metric tons of diesel equivalent to about 2.25 million barrels, according to terms described by Trump [2]. But Zelensky called the arrangement "unfair" during an interview on Fox News' America's Newsroom and described Trump as "weak" for making an agreement with Russian President Vladimir Putin. [1]

According to the Ukrainian leader, diesel prices depend on the continuing disruption of shipping through the Strait of Hormuz, not on Kyiv's strikes on Russian diesel infrastructure [1]. Zelensky also argued the volume of diesel Russia would export would not be sufficient to affect global prices, a position he stated during remarks at the Warsaw Security Forum [3].

Supporters in Trump's Circle Object to Russia Deal

Pushback against the diesel arrangement came from within Trump's own political circle. Fox News host Mark Levin wrote Monday on X that Putin started the war, refused peace deals and is providing support to the Iranian regime, according to the post. Fox News host Brian Kilmeade meanwhile said it would be the biggest mistake of Trump's administration to work with Russia and called Putin "the modern Hitler of our generation," according to remarks he made on air.

Additional criticism came from Republican and Democratic lawmakers who questioned the decision to import diesel from Russia just weeks after Trump signed legislation authorizing fresh sanctions and tariffs on nations that import Russian oil and gas, according to the BBC [4]. The administration cited lower fuel prices ahead of the Nov. 3 midterm elections as justification for the move [5].

Trump Retaliates as Ukraine Aid Pressure Mounts

Trump repeated a call for Ukraine to hold elections after Zelensky's criticism. "I think it's time for Ukraine to get a new president," he said on Saturday [6]. The real estate mogul added that Zelensky has ignored warnings against attacking Russian refining facilities and that such attacks cause global diesel shortages.

"We said, you can do whatever you want to Russia, don't hit the refineries, because that's a world problem that's caused. And he wants to make problems for the world," Trump said [6].

Zelensky responded that Russian strikes make elections impossible and that Ukraine operates under martial law, which prohibits a vote under its constitution [7]. Zelensky's term expired in May 2024, but he has remained in power because no elections have been held [8].

U.S. officials called European capitals and Kyiv over the weekend, threatening to cut intelligence sharing and weapons delivery through Europe if Ukraine refuses to stop striking Russian oil refineries, according to a European official who confirmed the threats to The Hill. Previous reporting indicated the Trump administration also halted military aid and intelligence sharing with Ukraine at earlier points, citing a need to reassess Kyiv's commitment to peace negotiations [9].

Energy Ceasefire Announced but Russian Strikes Continue

The Kremlin has not confirmed it will abide by the arrangement.

Hours after Trump's announcement, the Russian military continued firing at Ukrainian infrastructure, hitting a thermal power plant in Kharkiv and striking other energy targets, according to Ukrainian officials [10]. Residents in the city of Izyum experienced blackouts after a Russian strike destroyed power grids, according to Ukrinform, Ukraine's state news agency [11].

Zelensky said an energy ceasefire means neither side attacks the other's energy infrastructure and that Ukraine is willing to halt strikes when Russia does the same. He told Axios that Trump's announcement was "news to me," suggesting the Ukrainian government had not been informed in advance [12].

Ukrainian Unity and Winter Infrastructure Concerns

Ukrainian opposition politician Kira Rudik, leader of the Golos party, said Ukraine acts according to its constitution and only the Ukrainian people decide who and when they elect, according to Sky News. The statement reflected a unified Ukrainian position against external pressure to change leadership.

Russia's strikes on Ukraine's electricity grid and civilian infrastructure aim to plunge the country into cold and darkness with winter approaching, Ukrainian officials warned. Ukraine says Russia is escalating the strategy to break its resolve in its defense as the full-scale war enters its fourth year. A weekend strike on Zaporizhzhia with glide bombs killed at least 15 people including three children and injured at least 16 others, according to Zelensky and emergency services [13].

The pattern of attacks on energy infrastructure has raised concerns about Ukraine's ability to maintain power and heat through the winter months.

Battlefield Claims and ISW Assessment

U.S.-supplied weapons through the Ukraine Security Assistance Initiative and intelligence sharing enable Ukraine to hit Russia's energy infrastructure and high-value targets deep in the country, according to the Institute for the Study of War (ISW).

Putin is projecting Russian dominance to convince the Trump administration that Ukraine must make concessions, the ISW wrote in an assessment. The institute said Putin's battlefield analysis is so far from reality as to resemble hallucinations and called the claims absurd, part of a cognitive warfare strategy. Lying is deeply ingrained in the Russian military command structure, ISW wrote.

The think tank's assessment suggests that Putin's public statements about Russian military progress do not reflect actual conditions on the ground. ISW has previously reported that the Kremlin's messaging aims to shape Western perceptions of the conflict's trajectory.

Conclusion

The diplomatic confrontation between Washington and Kyiv over the Russian diesel arrangement has exposed deepening fractures in the U.S.-Ukraine relationship. Trump's public call for Ukraine to replace its president and threats to cut intelligence sharing and weapons delivery represent a significant escalation in pressure on Kyiv.

The diesel deal, announced just weeks before the Nov. 3 midterm elections, reflects the administration's focus on domestic fuel prices [5]. Trump signed the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 into law on Sept. 18, only to suspend sanctions on Russian diesel weeks later [14]. The Kremlin has declined to confirm its participation in any energy ceasefire, leaving the arrangement's status unclear [15].
