Trump signs executive order prohibiting transgender women and girls from competing in female sports
By Laura Harris // Feb 10, 2025

  • President Donald Trump signed an executive order barring transgender women and girls from competing in female sports, reinterpreting Title IX to align with his administration's stance on gender identity.
  • The order gives federal agencies power to ensure compliance with Title IX, based on the administration's definition of "sex," with schools facing investigations and potential loss of federal funding for non-compliance.
  • Trump argues the order "preserves the rights and dignity of women" and combats a "radical left" campaign to erase the concept of biological sex.
  • The "No Men in Women's Sports Executive Order" is part of a series of four executive orders signed by Trump targeting transgender people since his inauguration, including restrictions on military service and access to gender-affirming healthcare.
  • Trump's actions reflect a broader effort to roll back protections for transgender individuals, emphasizing biological sex over gender identity in federal policy and funding.

President Donald Trump has signed an executive order prohibiting transgender women and girls from competing in female sports.

The executive order, titled the "No Men in Women's Sports Executive Order," seeks to redefine the interpretation of Title IX, a federal law that prohibits sex discrimination in educational institutions, to align with the Trump administration's stance on gender identity. This order aims to protect women's access to safe and fair athletic opportunities. (Related: House passes bill banning transgender athletes from women's sports.)

The executive order also gives federal agencies the power to ensure that entities receiving federal funding adhere to Title IX following the administration's view of "sex" as the gender someone was assigned at birth.

Schools that refuse to comply will be subject to investigations by the U.S. Department of Education and risk losing federal Title IX funding, which is contingent on institutions preventing discrimination based on sex. The administration argues that the order "preserves the rights and dignity of women and provides opportunities for young girls."

"The radical left has waged an all-out campaign to erase the very concept of biological sex and replace it with a militant transgender ideology," Trump said during the signing ceremony, flanked by a group of women and girls, who support his decision. "With this executive order, the war on women's sports is over."

Trump signs three other executive orders targeting transgender people

The "No Men in Women's Sports Executive Order" is the fourth executive order targeting transgender people that Trump has signed since he took office on Jan. 20.

On his first day, Trump signed an executive order proclaiming that the U.S. government will only recognize two sexes, male and female.

The order also requires that the federal government use the term "sex" instead of "gender" and directs the State Department and the Department of Homeland Security (DHS) to "require that government-issued identification documents, including passports, visas and Global Entry cards, accurately reflect the holder's sex."

Moreover, the order prevents taxpayer funds from being used for gender-transition health care and mandates "privacy in intimate spaces" to ensure that single-sex spaces, such as prisons and rape shelters, are designated by sex and not gender identity.

Trump also signed an executive order titled "Prioritizing Military Excellence and Readiness." This order bars transgender people from openly serving in the military.

"It is the policy of the United States Government to establish high standards for troop readiness, lethality, cohesion, honesty, humility, uniformity and integrity. This policy is inconsistent with the medical, surgical and mental health constraints on individuals with gender dysphoria. This policy is also inconsistent with shifting pronoun usage or use of pronouns that inaccurately reflect an individual's sex."

Another executive order he signed is titled "Protecting Children From Chemical and Surgical Mutilation." This aims to restrict minors under 19 from accessing gender-affirming medical care such as puberty blockers, hormone therapy and surgery.

It also prohibits federal funding for such treatments, restricts research and education grants related to these procedures and mandates that the Health and Human Services Secretary create regulations to prevent these treatments for minors.
