ICE agents arrest Haitian national in Boston shortly after he was released on child rape charges

A Haitian sex offender immigrant has been arrested by U.S. Immigration and Customs Enforcement (ICE) agents in the sanctuary city of Boston after he was released from state custody.

On Sept. 11, ICE Enforcement and Removal Operations (ERO) arrested a 30-year-old Haitian national named Jefferson Jerome in Dorchester, Massachusetts. The suspect had been arraigned on July 26 in Nantucket District Court on charges including one count of rape of a child with a 10-year age difference and two counts of indecent assault and battery on a child under 14, a crime he allegedly committed against a Massachusetts resident. (Related: ICE agents arrest two illegal immigrants suspected of heinous sexual offenses.)

"Jefferson Jerome stands accused of a horrific crime against a resident of our Massachusetts community," said ERO Boston Field Office Director Todd M. Lyons following the arrest. "We will not tolerate the victimization of our neighbors. ERO Boston will continue to prioritize public safety by apprehending and removing egregious noncitizen offenders from New England."

Jerome has a history of unlawful entry into the United States. He was first arrested by the U.S. Border Patrol on Sept. 21, 2021, after unlawfully crossing near Del Rio, Texas and was returned to Mexico. Despite this, Jerome attempted to enter the U.S. again on Dec. 15, 2022, at the Brownsville, Texas, port of entry. He was apprehended by U.S. Customs and Border Protection and was issued a notice to appear before an immigration judge with the Department of Justice.

On Sept. 11, Jerome was arraigned in Dorchester District Court for the sexual assault charge and was released on pretrial conditions, including the use of a GPS monitoring device. ERO Boston officers arrested him immediately after his release from state custody. Jerome is currently in ERO custody, pending further legal proceedings.

ICE has been arresting Haitian nationals involved in high-profile assault cases

This case highlights a growing concern over migrant crime in the state of Massachusetts, particularly among Haitian nationals.

In recent months, the state has seen multiple high-profile arrests of Haitian migrants accused of serious offenses.

Earlier this month, a Haitian migrant who entered the U.S. in June 2023 through the Cuban, Haitian, Nicaraguan and Venezuelan (CHNV) mass parole program, was arrested in Massachusetts for allegedly molesting a 10-year-old boy in his neighborhood. The suspect, identified as 18-year-old Akim Marc Desire, is currently in ICE custody after being apprehended by police in Mansfield, MA, located about 45 minutes south of Boston. Desire is facing charges of indecent assault and battery on a child under 14.

In March, another Haitian national named Cory Alvarez was charged with aggravated child rape after prosecutors accused him of raping a 15-year-old girl at a migrant hotel in Rockland, MA. Alvarez, who also entered the U.S. in June 2023 through the same mass parole program, was supposed to stay with his designated sponsor in New Jersey. However, he somehow ended up at a family migrant shelter near Boston as a single adult male, where the alleged assault took place. Alvarez is currently in ICE custody.

These incidents have made the CHNV program face increasing criticism as hundreds of thousands of migrants have been allowed to enter the U.S. under a form of de facto amnesty. In fact, more than 350,000 asylum cases have been terminated "without a decision on the merits of their asylum claim."
