Fox guarding the henhouse: Biden’s new migration advisor is a FOREIGN-BORN advocate of OPEN BORDERS
By Ava Grace // May 23, 2024

President Joe Biden's new advisor for migration is a foreign-born advocate of open borders, a classic case of the fox guarding the henhouse.

The National Pulse named this new advisor as Marcela Escobari, currently assistant administrator for Latin America and the Caribbean at the U.S. Agency for International Development (USAID). The international development specialist born in the city of Santa Cruz de la Sierra in Bolivia is unlikely to advance or support any measures to seriously stem the flow of migrants into the U.S., according to the outlet.

Escobari's stint at USAID was her second, as she had previously served in the same capacity under former President Barack Obama from May 2016 to January 2017. Biden then nominated her in 2021 for the same posting, with the Senate confirming her appointment in December of that year. Escobari assumed the position in January 2022, and has been there since.

But two insider sources familiar with the matter told Axios that Biden brought in Escobari to be part of the National Security Council (NSC). According to the outlet, the USAID official will serve as the NSC's coordinator for the Los Angeles Declaration, a 2022 pledge among 21 governments in the Americas to work together on migration.

Axios added that Escobari will replace Katie Tobin, a key player on the Biden administration's border efforts from the start of the administration before leaving earlier this year. She has been running interagency meetings and working with other top officials on migration and the LA Declaration. Moreover, Escobari will also represent the Biden administration for the third ministerial meeting on the Declaration to be held in Guatemala.

An NSC spokesperson said Escobari's presence shows Biden's commitment to "continue supporting regionally driven progress across the three pillars of the LA Declaration – strengthening enforcement and management of borders across the region, expanding lawful pathways and integration, and addressing the root causes to promote regional stability."

Escobari instrumental in the migrant crisis

Escobari's appointment at the NSC comes amid immigration growing as a concern among voters ahead of November. The Biden administration has dealt with back-to-back record years of migrant crossings at the southern border, with more than two million illegal crossings in each of the last two fiscal years. "The number of crossings dropped in January and have remained level over the past few months. Yet crossings tend to rise in the spring and summer," according to Axios.

But the outlet also disclosed Escobari's role in the migrant and open border crisis while she was at the USAID. Addressing Congress last year, she bragged about the role of USAID's Latin American bureau in doubling the number of H-2 visa migrants from Guatemala, Honduras and El Salvador.

"We also support legal pathways, so that people can migrate in conditions of dignity, safety and mutual benefit," the USAID official said at the time. "USAID's work with the ministries of labor in Guatemala and Honduras and the Ministry of Foreign Affairs in El Salvador has more than doubled the number of H-2 visa recipients from these countries to almost 20,000 and reduced processing times threefold."

The Pulse pointed out that "prior to her second stint at USAID, Escobari may have also had a hand in shaping the Biden regime's immigration policies that led to the current migrant crisis." This is because she was a co-leader of the Development, Global Health and Refugee policy working group for the incumbent president's 2020 campaign.
