The survey, which highlights subpar approval ratings for Biden across five key national issues, also found that Biden's approval ratings on immigration, the Israel-Hamas war, foreign affairs and the economy are even lower. The 38 percent marks a three-percentage-point decrease, bringing him within striking distance of his all-time low.
His handling of the immigration crisis reached a new low at 28 percent, while ratings for the ongoing Israel-Hamas war, foreign affairs, the economy and the situation in Ukraine ranged from 30 percent to 40 percent. However, the poll also suggests that there has been a four-point increase in approval for Biden's handling of the economy since November due to the low unemployment rate, subdued inflation and record stock market values.

Biden has gained some ground on the economy (+6 points to 30 percent) among independents, but his ratings on other issues remain weak, ranging from 23 percent for the Middle East to 34 percent for the Ukraine situation. Few Republicans approve of Biden on any measured issue, with immigration (three percent) and the economy (four percent) receiving the lowest ratings.

Biden has struggled to see a significant uptick in his approval ratings since August 2021. He ranks as the second worst among post-World War II presidents elected to their first term, with a 39.8 percent average rating for his third year in office.
The numbers, revealing a 41 percent approval rating, are consistent across different polls, including a National Public Radio (NPR) and Marist College poll conducted in 2023. The disapproval ratings are particularly pronounced along party lines, echoing the findings of different Gallup polls. A staggering 91 percent of Republicans and 55 percent of independents expressed dissatisfaction with Biden's performance.
His ratings fall well below the crucial 50 percent threshold often associated with successful reelection campaigns for incumbents.
Bryan Richardson, a commentator from the DC Enquirer, criticized the handling of border issues and accused the Biden administration of promoting what he called "woke ideology" from the highest office.
"It's easy to see why. While [former President Donald] Trump sought to Make America Great Again, Biden has done nothing to help the American people. While we had a strong border under Trump, we have open border extremists running things with the Biden administration in charge. While Trump patriotically sought to promote our American values, Biden has propagated woke ideology from the highest office in the land," Richardson wrote.
Moreover, Richardson stated that the constant disapproval from both GOP and independent voters could be "scary for a president looking to score his second term."
Looking ahead to November, historical data suggests that Biden faces a significant challenge in improving his approval rating among independents and Democrats if he is to secure a second term. So, Richardson suggested that the president would need to garner more support from Democrats, who currently disapprove of him or convince more independents that he deserves a second term.
