The Department of Education's Office of Postsecondary Education issued a draft proposal on January 12 arguing that illegals in America need access to the $1.2 billion program so they can obtain "outreach and student services" under federal TRIO programs. Such programs are currently limited only to citizens who qualify as "low-income individuals, first-generation college students and individuals with disabilities."
On February 9, the Federal TRIO Programs Subcommittee will converge to discuss the "participant eligibility" portion of the program and make recommendations about how to proceed. It is expected that several subcommittee members will push to include illegal immigrants in federal TRIO programs, which include:
• Academic tutoring, personal counseling and mentoring
• Financial guidance
• Assistance in applying to college
• Workplace and college visits
• Special instruction in reading, writing, study skills and mathematics
Right now, TRIO programs receive about $1.2 billion in federal funding every year that serves more than 800,000 low-income students. Since 1986, illegal alien students have been prohibited from receiving TRIO benefits, as well as other federal benefits.

According to the Higher Ed Immigration Portal, roughly 100,000 illegal immigrant students graduate from high schools across the United States each year. All of these could become eligible for TRIO if the rules are changed.

Furthermore, 600,000-plus K-12 illegal alien students are currently enrolled in U.S. schools, which means hundreds of thousands of future high school graduates could become eligible for TRIO benefits.
"In California, I think this added language will be significantly beneficial for our programs," said Emalyn Lapus, a member of the subcommittee at the January 12 meeting. "We are fortunate, California being a little bit more liberal ... that our colleges do accept undocumented students."
This is not the first time that Biden and his regime have pushed to expand federal education benefits for illegals. For years, the Biden regime has been trying to make taxpayer-funded government programs available for free to illegals who do not even belong in the U.S.
There are currently eight outreach and student services initiatives that are part of the federal TRIO programs, all of which are "designed to motivate and support students from disadvantaged backgrounds." The Biden regime maintains that "limitations in the current regulation do not allow for TRIO programs to reach all students in the geographic areas for whom the programs were meant to serve."
The Department of Education wants "to broaden participation by adding language that expands eligibility for all students who have enrolled in or who seek to enroll in a high school in the United States, territories, or Freely Associated States, which are the geographic areas served by the TRIO programs."
"This proposal will allow the specified TRIO programs to serve additional students who are already receiving public educational services from middle and high schools, without requiring additional determinations to enable students to participate," the DoE further states.
Three TRIO programs are on the docket for proposed modifications, including Educational Opportunity Centers that assist students with filing college applications and obtaining financial aid. The other two are Talent Search and Upward Bound, two programs that support and encourage the completion of high schools using services like career assessments, counseling and tutoring.
