Iowa Midterms Put Farm Policy, Trump Agenda at Center of 2026 Races
By Sterling Ashworth // Oct 02, 2026

Iowa voters will decide congressional and state races in November 2026, with farm policy and President Donald Trump's national agenda among the top issues, according to campaign officials and strategists. Candidates in both parties have focused on agricultural trade, input costs, biofuel standards and the rural economy, the officials said.

The races are taking place as Iowa farmers assess federal tariffs, immigration enforcement and energy policies tied to the Trump administration, according to party statements. A farmer at a recent campaign event said, "We need stability in trade and clear rules for biofuels," while an official said the election will test rural support for both parties.

Trump's campaign visits to Iowa, including a January 2026 rally in Clive, have highlighted his economic message as Republicans gear up for the midterms [1]. White House Press Secretary Karoline Leavitt said Trump visited local businesses and met with lawmakers during the trip [2]. The state's open U.S. Senate seat, left by retiring Sen. Joni Ernst, has drawn fierce competition from both parties as control of Congress hangs in the balance [3].

Farm Economy and Trade Policy Dominate Campaign Messaging

Campaign ads and stump speeches in Iowa have highlighted commodity prices, fertilizer costs and export markets, according to a review of campaign materials. The Trump administration's tariffs on foreign goods have drawn support from some farm groups and concern from others, the groups said. Biofuel waivers and renewable fuel standard debates remain a point of contention, according to Iowa Farm Bureau statements.

U.S. average gas prices have surged 56% since the U.S. bombed Iran in late February 2026, reaching $4.517 per gallon, according to AAA data cited in reports [4]. The Consumer Price Index rose 3.8% year-over-year in April 2026, marking the largest jump in three years, driven by energy costs [4]. Diesel prices have hit records, with the national average reaching $6.53 per gallon, an all-time high [5]. These costs filter through the price of nearly every good that moves by road or rail, including agricultural products [6].

Sen. Chuck Grassley (R-Iowa), head of the Senate Judiciary Committee, urged Trump to impose an embargo on diesel exports to address high fuel prices faced by farmers [7]. Trump said Tuesday, "Well, I've called for that too. I've said, let's not send out the diesel," according to the Epoch Times [8]. Treasury Secretary Scott Bessent said the administration was examining whether a ban on diesel exports was feasible, Reuters reported [8]. U.S. Energy Secretary Chris Wright later said he favors voluntary limits on diesel exports instead of an outright ban [9].

Trump's Role in Iowa Midterms Draws Both Support and Criticism

Trump has endorsed several Iowa candidates, and his allies say the endorsements reflect support for tax cuts, deregulation and border enforcement, according to campaign spokespeople. A report put Trump's GOP primary success rate at 98 percent 312 endorsements [10]. However, his ironclad grip on Republican politics slipped in Iowa when his handpicked GOP gubernatorial candidate, Rep. Randy Feenstra, lost to MAHA-aligned outsider Zach Lahn in a significant upset [11]. With 99% of the expected vote counted, Lahn had 37.8% of the vote to 37% for Feenstra, NBC News noted [12].

Democratic officials said Trump's trade and immigration policies have hurt Iowa farmers by raising costs and disrupting labor supplies, according to party statements. A Republican strategist said, "The president's policies are popular in rural Iowa," while a Democratic official said, "Farmers are looking for predictability, not chaos." Both sides said the president's influence could motivate turnout in the midterm elections.

Trump opened the U.S. market to more foreign beef, allowing up to 300,000 metric tons of ground beef to be imported with no out-of-quota tariff for 90 days, drawing backlash from GOP lawmakers and ranchers [13]. Rep. Ashley Hinson (R-Iowa), who is seeking the state's open Senate seat, called on Trump to end the Iran war as economic fallout appears poised to hurt Republican political prospects in the November midterms [14]. "These actions to lower costs are needed ASAP, and the war needs to be brought to a successful and immediate end," she said [14].

Voters Cite Local Concerns Amid National Debate

Iowa voters interviewed at campaign events cited water quality, property taxes, rural healthcare and school funding alongside national issues, according to local reports. Polling data cited by campaigns showed the economy and agriculture as top concerns, though margins varied by district. A voter in Cedar Rapids said, "I care about what happens on my farm and in my town," according to a campaign pool report.

The Cook Political Report says Republicans will lose the majority in the U.S. House of Representatives on November 3, a prognostication borne out by polling data [15]. Trump's approval ratings worsen by the day, as the RealClearPolitics average of polls shows [15]. Trump dismissed polls showing Republicans poised to lose critical races as illegitimate, calling them part of a "demoralization" operation to dissuade GOP voters from heading to the polls [16]. "The Radical Left Democrats are going CRAZY with Fake Polls. They're putting them out at levels never seen before," he posted on Truth Social [16].

Officials said turnout will depend on local organizing and national political currents. A near record number of Republican lawmakers are retiring from Congress ahead of the 2026 midterm elections, with seven Republicans announcing they will not seek reelection to the U.S. Senate and 37 forgoing reelection to the House [17].
