Global complicity in Gaza genocide: 25 Nations fuel Israel’s war machine

A damning new report from Oil Change International reveals that 25 countries have supplied Israel with crude oil and refined petroleum since the start of its brutal genocide against Palestinians in Gaza. The most prominent suppliers include Azerbaijan, Kazakhstan and Russia, all of whom have continued shipments even after the International Court of Justice (ICJ) warned of potential complicity in genocide earlier this year.

Between Oct. 21, 2023, and July 12, 2024, these nations collectively delivered 4.1 million tons of crude oil to Israel, with nearly half arriving after the ICJ's January ruling. An updated November 2025 report expanded the timeline, uncovering a staggering 323 shipments totaling 21.2 million tons of oil and fuel sent to Israel from Nov. 1, 2023, to Oct. 1, 2025.

The report highlights that 70% of Israel's oil imports originated from Azerbaijan and Kazakhstan, funneled through intricate supply chains designed to obscure their origins.

  • Azerbaijan's crude oil travels through the Baku-Tbilisi-Ceyhan (BTC) pipeline to Turkey's Ceyhan port, where it is loaded onto tankers bound for Israel.
  • Kazakhstan's oil is exported via the Caspian Pipeline Consortium (CPC), controlled largely by Russia (31% ownership) and Lukoil (12%), reaching Israel through Russia's Black Sea port of Novorossiysk.

Despite Brazil halting direct crude shipments to Israel in 2025, investigators found that Brazilian oil was rerouted to a refinery in Sardinia, Italy, where it was processed into petroleum products before being shipped to Israel—proving that corporate and governmental loopholes allow genocide profiteering to continue.

Nine shipments (360,000 tons) of JP-8 jet fuel were traced to Valero's Bill Greehey Refinery in Corpus Christi, Texas, along with two diesel shipments. This makes the U.S. government directly culpable in fueling Israel's air strikes, which have killed tens of thousands of civilians, including women and children.

"Blood oil" funds genocide

Shady Khalil, a researcher at Oil Change International, warned that these nations "risk becoming complicit in genocide under international law." The UN's Independent International Commission echoed this in September 2025, urging member states to "cease all arms and fuel transfers" to Israel due to their use in genocidal military operations.

Yet, despite these warnings, corporate greed and geopolitical maneuvering have kept the oil flowing. The report exposes how:

  • Russian oligarchs profit from Kazakhstan's CPC pipeline while supplying Israel.
  • Western energy giants like Valero continue fueling Israel's war machine under the guise of "free trade."
  • European refineries (like Italy's Sardinia plant) act as middlemen, laundering oil to evade sanctions.

The findings confirm what human rights advocates have long alleged: Israel's genocide in Gaza is bankrolled by global oil empires. While the ICJ and UN have condemned these shipments, enforcement remains weak, allowing complicit nations to prioritize profits over Palestinian lives.
