DOGE finds evidence of Social Security fraud and illegal immigrant voter registration
By Willow Tohi // Apr 01, 2025

  • Elon Musk claims millions of undocumented immigrants have fraudulently accessed Social Security benefits and registered to vote, citing an investigation by his Department of Government Efficiency (DOGE).
  • Social Security fraud has long been debated, but past investigations found it’s more often tied to citizens or organized crime, not undocumented immigrants.
  • Democrats dismiss Musk’s claims as politically motivated. Musk frames the issue as a Democratic strategy to create a voting bloc.
  • The Trump administration supports Musk’s findings, proposing cuts to Social Security and SSA services.

Elon Musk, the billionaire tech CEO and head of the Department of Government Efficiency (DOGE), has reignited a national debate with his latest claims about Social Security fraud and voter registration involving undocumented immigrants. During an interview on Senator Ted Cruz’s podcast, Musk alleged that millions of undocumented individuals have been fraudulently accessing Social Security benefits and even voting in U.S. elections, a revelation that has sent shockwaves through the political landscape.

The revelation: Millions of undocumented beneficiaries

Musk and his team, including Antonio Gracias, a prominent investor, claim to have uncovered a vast operation where millions of undocumented immigrants have obtained Social Security numbers, maxed out on benefits and enrolled in Medicaid. They assert that not only have these individuals been receiving benefits, but some have also registered to vote, with records to prove it. This system, according to Musk, has been systematically exploited, leading to significant financial drain and potential electoral manipulation.

Historical context: A long-standing issue

The issue of Social Security fraud and undocumented immigrants has been a contentious topic for decades. Historically, the Social Security Administration (SSA) has grappled with various forms of fraud, including identity theft and overpayments. However, the scale of the problem, as described by Musk, is unprecedented. The last major investigation into Social Security fraud was conducted in the early 2000s, which found that while fraud exists, it is often perpetrated by U.S. citizens or organized crime rings, not undocumented immigrants.

The evidence and reactions

Musk’s claims are based on an investigation led by DOGE, which he asserts has uncovered irrefutable evidence of widespread fraud. However, critics have quickly pointed out the lack of concrete evidence supporting these allegations. Kathleen Romig, director of Social Security and disability policy at the Center on Budget and Policy Priorities, stated, "When you look at the numbers, it’s actually the opposite: Undocumented immigrants cannot get SSI or Social Security benefits, but in fact, the undocumented immigrants contribute a lot to the Social Security system."

A study by the Brennan Center for Justice, which examined 23.5 million votes from 42 jurisdictions in the 2016 general election, found only around 30 instances of noncitizens voting. Similarly, a report by the Cato Institute, a conservative think tank, found minimal evidence of undocumented people voting in elections.

The political implications

Musk’s claims have significant political implications. He has linked the alleged fraud to a Democratic strategy to attract and retain undocumented immigrants by providing government handouts, thus creating a voting bloc. This has drawn sharp criticism from Democrats and some Republicans who argue that such claims are unfounded and politically motivated.

Senator Chuck Schumer, in response to Musk’s claims, stated, "Social Security is under attack by those who seek to undermine the safety net for millions of Americans. These baseless allegations are nothing more than a distraction from the real issues facing our country."

The future of social security

The Trump administration, which has been pushing for stringent measures to reduce government spending, has endorsed Musk’s findings and announced plans to cut Social Security benefits and reduce the workforce at the SSA. These changes, including the closure of field offices and the elimination of phone services, have already begun to affect how beneficiaries access their benefits.

However, experts warn that these cuts could have far-reaching consequences for eligible recipients. Dr. Shayak Sarkar, a professor of law at the University of California Davis School of Law, cautioned, "Existing immigrants already in the United States are contributing to the SSA even without work authorization. Cutting off these contributions would only exacerbate the financial challenges facing the system."

Elon Musk’s bold claims about Social Security fraud and voter registration involving undocumented immigrants have ignited a fierce debate. While his allegations have sparked concern and calls for accountability, they have also been met with skepticism and demands for concrete evidence. As the investigation continues and the political implications unfold, one thing is clear: the integrity and future of Social Security are at the forefront of the national conversation.
