Colorado EXTENDS COVID-19 state of emergency, AMENDS scope to include flu, RSV and other respiratory illnesses

Governor Jared Polis recently enacted Executive Order (EO) D 2022 044 to extend Colorado's Wuhan coronavirus (COVID-19) state of emergency. Its scope has also been amended to include respiratory syncytial virus (RSV), influenza and other respiratory illnesses.

"I, Jared Polis, Governor of the State of Colorado, issue this coronavirus disease 2019 (COVID-19) Executive Order amending and extending [previous Executive Orders listed] which refocuses the state's efforts on recovery and incorporates Respiratory Syncytial Virus (RSV), influenza and other respiratory illnesses in Colorado into the disaster declaration," the governor stated in the EO.

The EO further stated that Colorado has seen a sharp increase in pediatric RSV infections and hospitalizations, in addition to patients with influenza and COVID-19, over the last two months.

According to local news outlet the Denver Post, as of November 15, 379 people were hospitalized statewide with COVID-19, which makes for an 18 percent increase from a week earlier and is on top of the 47 percent jump in the previous week. This marked the highest level of hospitalizations since late February.

"While it's nowhere near the level reached in mid-January when 1,676 people were hospitalized with COVID-19 during the omicron surge, the concern is that there's less capacity in the health care system to absorb an influx of patients," said Beth Carlton, an associate professor of environmental and occupational health at the Colorado School of Public Health.

The governor directed the Colorado Division of Insurance via the EO to promulgate emergency regulations to reduce the administrative burdens associated with discharging, transferring and caring for patients by temporarily suspending those utilization review requirements necessary to protect insured patients, including any or all prior authorization and preauthorization requirements. This is due to staffing shortages, including in the pediatric intensive care unit.

This would also allow clinical staff to focus on patient care by reducing staff time associated with completing utilization reviews, Polis added

"And that is how you create a perpetual state of emergency. Add all types of respiratory viruses that you are on the lookout for because every winter hospitals will be full of people with some type of respiratory virus," the Naked Emperor Substack account commented.

The blogger-analyst further questioned the timing of the said public order. "I wonder why they waited until after the elections to sign this order? Strange. Let's see how quickly other states amend their emergency orders as well. Maybe they should add in rain for the spring and sun for the summer (climate change) just to make sure the emergency lasts all year," Naked Emperor wrote.

Health authorities have no intention of lifting public health emergency status

In line with the blogger's analysis, critics suspect that U.S. health "experts" would like to extend the emergency nationwide because of moneymaking factors.

According to a recent announcement, the COVID-19 public health emergency will stay even after January 11, 2023 because the Department of Health and Human Services (HHS) did not provide a 60-day notice on Friday, Nov. 11. This means that the emergency will remain in place for at least another 60 days until mid-January. (Related: Power corrupts: US health authorities refuse to lift COVID-19 public health emergency.)

HHS Secretary Xavier Becerra previously advised that they would give all stakeholders a 60-day notice before lifting the emergency declaration so healthcare providers and other authorities can prepare for a return to normal operations.

CNBC reported that this is because public health officials are expecting another surge this winter as people will gather more indoors, where the virus spreads easier. They are also unsure of what the future holds as more immune evasive omicron subvariants become dominant in America.

"How the U.S. fares against COVID this fall and winter will help determine whether the emergency needs to be renewed again moving forward," Becerra told reporters in October.

Back in September, President Joe Biden told healthcare providers to begin preparing for an end to the public health emergency. But even then, it was obvious that people in the current administration didn't really want it to end.

They said that ending public health emergency would impact Medicaid health insurance recipients and could significantly affect how hospitals and pharmacies operate.

According to them, up to 15 million people will be disenrolled from Medicare and the Children’s Health Insurance Program (CHIP) when the government ends the public health emergency. Pharmacies are also concerned that they could no longer administer the experimental vaccines to more people.
