On October 11, Abbott issued EU No. GA-40 related to prohibiting vaccine mandates, "subject to legislative action." That EO delineates that no entity in the Lone Star State:
"... can compel receipt of a COVID-19 vaccine by any individual, including an employee or a consumer, who objects to such vaccination for any reason of personal conscience, based on a religious belief, or for medical reasons, including prior recovery from COVID-19."
The EO goes on to explain that violators will be subject to the "maximum fine allowed under Section 418.173 of the Texas Government Code." The state's emergency management plan will also apply to any "failure to comply with" Abbott's EO.
In essence there will never be any scenario in which anyone in Texas can force someone else to show proof of injection as a prerequisite to doing something or being somewhere.
Since this is just an EO, Abbott is also calling on the Texas legislature to move quickly to pass a law with the same effect. That way, even if Abbott were to be voted out of office, the ruling would still stand.
Once a law is passed, Abbott says he will rescind the executive order. In the meantime, unvaccinated Texans will have the protection they need to continue living their lives without oppression and tyranny from the Branch Covidians.
The Texas legislature is currently in its third special legislative sessions, which ends on October 19. This means that there are just a few days remaining to pass a bill as Abbott is urging.
At the same time, Abbott continues to tow the Republican line that claims Chinese Flu shot are "safe, effective, & our best defense against the virus," but that they "should always remain voluntary & never forced."
This disclaimer is tiresome and misleading, just to be clear, as the only thing the jabs are effective at is ending lives. The Republican Party is trying really hard to remain "politically correct," though, which is unfortunate when dealing with something as serious as these deadly injections.
Even so, Abbott's EO is a welcome change from his earlier position, which supported private employers who persecute their employees by forcing them to get injected. Now, nobody in Texas will be allowed to do this.
For weeks, Abbott has faced pressure from health freedom advocates who were urging him to do something to stop the Branch Covidians from imposing fascism in the state of Texas. He finally complied, prompting Don Huffines, one of his primary challengers, to celebrate the move.
The Texas legislature has already passed a law to ban so-called "vaccine passports," so Abbott's EO is something of an extension to that. However, the latest EO goes a step further to completely stamp out any and all covid vaccine tyranny before it has the chance to fester.
"In yet another instance of federal government overreach, the Biden Administration is now bullying many private entities into imposing COVID-19 vaccine mandates, causing workforce disruptions that threaten Texas's continued recovery from the COVID-19 disaster," Abbott stated, responding to Biden's attempt at forcing all employers with 100 employees or more to require covid vaccination or weekly testing.
Roughly half of Texas is said to be vaccinated for the Fauci Flu. After all this time, those who wanted the shots have likely already gotten them, and everybody else is unlikely to ever get them, no matter what the government says or does.
